Overview: 

 

Many federal agencies have begun adopting Agile principles and Lean methodologies with the goal of reducing risk and accelerating successful delivery of their IT investments.  Across government departments and within their respective agencies, most efforts along this path of adoption include some of the guiding principles of Scrum. The maturity of these efforts varies widely from one agency to another, and even within the same agency among different offices or directorates.  Additionally OMB is promoting the use of Agile development for government agencies.

 

AGILE Development in Government Training Workshop IV:  Implementing and Managing Agile Development in Government: What Managers and Staff Need to Know is designed to provide the attendees with practical insights into Agile Best Practices and the latest thinking on Lean principles that include the basic Scrum practices, and the latest in more advanced strategic thinking around Agile implementations.  In addition, our participating government panelists will share with the attendees how they are making Agile delivery work within their agencies, including insights into some of the challenges they have successfully navigated and their approach to risk mitigation.

Mark A. Schwartz

Mark Schwartz is the Chief Information Officer (CIO) of U.S. Citizenship and Immigration Services (USCIS), a component of the Department of Homeland Security. One of his key goals there is to increase the IT organization’s responsiveness to mission needs by reducing time from concept to deployment for new capabilities. To support this goal, Mr. Schwartz has introduced such practices as agile and lean development, continuous delivery, and DevOps. He also leads efforts across DHS to introduce agile IT approaches.

 

Prior to this position, Mr. Schwartz was the CIO of Intrax Cultural Exchange, where his innovative Family Room application drove dramatic market share, revenue, and profit growth. This accomplishment was recognized by CIO Magazine with a CIO 100 award in 2006. In 2010 Mr. Schwartz was named one of the Premier 100 IT Leaders by Computerworld Magazine.

 

Mr. Schwartz holds a B.S. degree in Computer Science from Yale University, an M.A. in Philosophy from Yale University, and an M.B.A. from Wharton.

Karen Richey

Assistant Director, Applied Research and Methods

U.S. Government Accountability Office (GAO)

 

Karen Richey is an Assistant Director for the Applied Research and Methods Team at the Government Accountability Office (GAO). She is a senior cost analyst responsible for performing cost, schedule, and Earned Value Management analyses to support audit findings on a wide range of government programs. Certified by the National Defense University as a Chief Information Officer (CIO), Karen is also Level-III certified in the field of cost estimating and financial management. She has 24 years experience in the fields of cost estimating, scheduling, and EVM analysis.

 

Before joining the GAO, Karen was a cost analyst for the Department of the Navy where she performed earned value management and developed independent cost estimates for major weapon programs and automated information systems. Karen holds a degree in Statistics and Mathematics from the University of South Carolina. In the past few years, she has developed and delivered a one day training class for auditors on EVM as well as co-authoring articles in The INTOSAI IT Journal and the Navy Comptroller Magazine.

 

In June 2009, Karen received an Award of Excellence from the Federal Capital Planning and Investment Control (CPIC) and an Award of Merit from the Association for the Advancement of Cost Engineering International for leading the development of the GAO Cost Estimating and Assessment Guide. In March 2011, she received a CPIC Best Educational Contribution award for providing an outstanding contribution in training and educational tools for CPIC and related fields.

Kenneth R. Evans is the Director for Defense Sector for FEDSIM, a National Program within the Assisted Acquisition Services of the Federal Acquisition Service, GSA. Annually, FEDSIM acquires and manages over $1.4B worth of Information Technology and Professional Services projects on behalf of other federal government agencies. Mr. Evans oversees the procurement and management of a portfolio of contracts and task orders supporting over 45 different DoD organizations including Joint Improvised Explosive Device Defeat Office (JIEDDO), U.S. Central Command, Army Human Resources Command, Defense Finance and Accounting Service, and USAF Joint Strike Fighter PMO. Mr. Evans is also the acting Enterprise Sector Director overseeing acquisition and project management support for several GSA-internal IT and professional services projects. Prior to joining the federal government, Mr. Evans worked for SAIC providing program management support to U.S. Navy Space and Naval Warfare Command. In April 2005, Mr. Evans became certified as a Project Management Professional (PMP) by Project Management Institute (PMI).

A former Contracting Officer of 13 Years at NGA, Jonathan is an Acquisition Strategist & Bureaucracy Hacker working to improve the acquisition of technology across the Federal Government. He helped draft the TechFar Handbook and built the techfarhub website which provides resources for procuring agile development services.

Bill Pratt is the Systems Engineering Life Cycle and Agile IT Program Manager at the Department of Homeland Security. He recently transitioned from US Immigration and Customs Enforcement, where he was the Section Chief for IT Policy and Planning and the agency's Section 508 Coordinator. Bill has more than 30 years of experience in IT development, supporting the federal government, private industry, and the DoD. Roles included test specialist, development team lead, and system analyst, and clients included INS, Freddie Mac, MCI, AT&T, and US Navy/Joint Services telecommunications commands. He holds certifications as a PMP, Certified ScrumMaster, and in ITIL Foundations.

She has trained thousands of individuals on the Agile Methodology and works continuously with Agile Industry Leaders sharing ideas and thoughts on improving agile training and adoption practices.

David C. Patton, PhD

David, as Federal Practice Director, is responsible for delivery of technical services to the Federal government. He personally engages on some projects as a hands-on leader and oversees software development, Agile training, coaching, and DevOps implementations. He assists agencies in their adoption of Agile via presentations, pilot projects, and development contracts. David began working in IT more than 25 years ago and has held the role of developer, system administrator, database administrator, network administrator, and CTO for both small and large enterprises. He is an expert in Agile and DevOps who champions those methodologies for government leaders looking to change the way their agency delivers IT services.  David earned a PhD in computational physics from UAB and is a Certified ScrumMaster, Certified Scrum Developer, Certified Scrum Professional, and SAFe Program Consultant. He is also a member of AFCEA, INSA, and ACT-IAC.
