Overview: 

With the updated OMB Circular No. A-123 being issued over a year ago, this will be an advanced level internal control workshop focusing on what agencies and Departments have done the last year in relation to the requirements that defines management’s responsibility for internal control with an emphasis on integrating Enterprise Risk Management (ERM) and what they plan to do going forward. There will be a focus on best practices and what other agencies and Departments can to do move their ERM efforts forward.     

 

OMB Circular No. A-123 and the statute it implements, the Federal Managers’ Financial Integrity Act (FMFIA) of 1982, are at the center of Federal requirements to improve accountability in Federal programs and operations. A re-examination of the existing internal control requirements, originally issued in December 2004, for Federal agencies was initiated in light of the new Standards for Internal Control in the Federal Government (better known as the Green Book) issued by the U.S. Government Accountability Office (GAO) on September 10, 2014. The revised OMB Circular No. A-123 enhances the existing internal control framework to provide for stronger risk management, an enhanced governance model and improve operational efficiency.

 

This workshop is designed for the executive, manager or front-line practitioner  who is responsible for sustaining an effective internal controls program and who is charged in implementing the updated requirements of OMB A-123, including elements of ERM and Fraud Risk Management.

With limited resources, federal agencies are focused on administering internal control programs that are efficient and effective, avoiding duplication and minimizing the burden on staff.  With several new requirements issued within the last three years around strengthening internal controls, risk management and fraud risk assessments; it is even more important to avoid duplication of efforts.

 

Participants will learn how to efficiently and effectively strengthen an internal control program while complying with the new requirements of OMB A-123, GAO Green Book, GAO Fraud Risk Assessment and ERM.  Participants will also gain an understanding of the evolution of internal controls, learn about emerging trends and best practices, and gain an understanding of a practical approach to assessing internal controls using a Governance, Risk and Compliance methodology. We will present very practical information about the federal government’s requirements for not only internal control programs, but integrating ERM and Fraud Risk management.  The focus of this workshop will be on efficiently meeting the updated internal control and risk management requirements in an efficient and effective way.

Chris Mihm is the Managing Director for Strategic Issues at the U.S. Government Accountability Office (GAO). He leads GAO’s work on government-wide governance, strategy, and transformation issues. Strategic Issues addresses such topics as performance management and collaboration, human capital management, intergovernmental issues, federal budgeting, regulatory policy, and federal tax policy and administration.

 

Chris is an elected member of the United Nations Independent Audit Advisory Committee, where he advises the United Nations General Assembly on the effectiveness of the internal audit and other oversight functions and UN risk management, internal control and other issues. He chaired the Committee from 2013-2016 and is the Vice Chair in 2017.

 

He is a fellow and former Board Chair of the National Academy of Public Administration and an adjunct lecturer in public administration at the University Of Maryland Graduate School Of Public Policy.

Curtis McNeil is the Enterprise Risk Program Manager for the Architect of the Capitol (AOC). His core responsibilities include implementing the newly established enterprise risk management (ERM) program, executing the existing internal control program and serving as the agency’s liaison for the financial statement audit. Prior to joining the Federal government, Curtis had over 13 years of private sector experience supporting Federal agencies with risk management activities including internal controls, ERM, process improvement and general audit compliance.

 

Curtis has a BA in Computer Science from Gettysburg College and is a Certified Six Sigma Green Belt (CSSGB).

Mike Wetklow

Mike Wetklow is the National Science Foundation’s (NSF) Deputy Chief Financial Officer and Division Director for Financial Management.  At NSF Mike is responsible for supporting the Chief Financial Officer (CFO) in executing responsibilities of the CFO Act.  He is the NSF’s principal advisor and senior accountant for NSF’s financial management functions and is accountable for accounting, financial system operations and maintaining the control and disbursement of over $7 billion. 

 

During his first two years at NSF, Mike maintained NSF’s clean opinion and staff morale despite a four month audit delay; eliminated all significant deficiencies; achieved compliance with the Improper Payments Elimination and Recovery Act;  and served as the Senior Official supporting the NSF CFO, Director and Chief Operating Officer in implementing Enterprise Risk Management (ERM).  Mike also represents NSF on a variety of ERM projects including the CFO/PIO Council ERM Playbook; the AGA’s ERM HUB; George Mason University’s Chief Risk Officer Advisory Council; and AFERM’s 2018 ERM Summit Planning Committee.

 

Before NSF, for four years, Mike was a Branch Chief in the Office of Management and Budget’s (OMB) Office of Federal Financial Management (OFFM) responsible for leadership, policy, and implementation of OMB efforts to initiate government-wide financial management improvements.  Most significantly, while at OMB he led efforts to develop the Federal Government’s first ever guidance on Enterprise Risk Management in OMB Circular No. A-11 and A-123, Management’s Responsibility for Enterprise Risk Management and Internal Control. 

 

Prior to OMB, Mike spent eight years at the Department of Homeland Security (DHS) where he had been the Department’s first Director of the Internal Control Program Management Office, leading efforts to eliminate pervasive material weaknesses and obtained the Department’s first Balance Sheet opinion in FY 2011.  Prior to DHS, he held several accounting and auditing positions at KPMG, the Government Accountability Office (GAO), and the Maryland Legislative Auditors Office.

 

Mike has received top honors throughout his career, including the AGA’s 2016 National President’s Award; AGA’s National 2015 Achievement of the Year Award; AGA’s DC Chapter 2015 Achievement of the Year Award; DHS CFO’s 2011 Partnership Award for Extraordinary Mission Contribution; DHS Secretary’s 2008 Individual Award for Excellence; DHS Secretary’s 2008 Award for Team Excellence; DHS CFO’s 2008 Individual Award for Exceptional Service; and Customs Border Patrol (CBP) Commissioner’s 2005 citation for DHS/CBP Financial Management Partnership 2005. 

 

Mike received his undergraduate degree in accounting and his graduate degree in public administration both from the University of Maryland at College Park.  Mike is a Certified Public Accountant and Certified Government Financial Manager.  With his wife Mai, Mike is the proud father of three sons

Chad Nieboer

Chad Nieboer is the Chief Strategist and Risk Officer at the U.S. Marshals Service (USMS) credited with building and implementing a dynamic Strategic Performance Management System that integrates strategy, performance, and risk to optimize Agency performance. Over the past six years, Chad has transformed the USMS culture by infusing strategic thinking, data driven decision making, and enterprise risk management throughout the Agency.

 

Chad has fostered innovation across the USMS through the various leadership roles he has held in the areas of Judicial Security, Investigative Operations, Human Resources, Financial Services, and Management Support. In each of these arenas, Chad has invigorated sluggish programs and transformed broken business processes by introducing strategic thinking principles, business process analysis, performance measurement, and risk management. As an agent of change, Chad inspires leaders to move away from the status quo, re-examine existing practices, re-define success, and most importantly, continuously reach for higher performance levels.

 

In 2015, under Chad’s leadership, the Strategic Performance Management Team received the Director’s Distinguished Group Award for Implementation of the Strategic Performance Management System. This robust management system has also received external accolades from the following organizations: Office of Management and Budget, Office of the Inspector General, Grant Thornton, and Columbia University School of Professional Studies to name just a few.

 

Chad received his undergraduate degree from Roberts Weslyan College and earned a Master of Arts from the University at Albany, School of Criminal Justice. Chad is a member of the Association for Federal Enterprise Risk Management (AFERM) and INFORMS – a professional association for operations research, management science, and analytics.

Andrea Peoples

Andrea Peoples is the U.S. Small Business Administration’s (SBA) Enterprise Risk Program Manager. Since assuming this role in 2015, she has been providing Agency leadership with expert advice on Enterprise Risk Management (ERM) as well as leading the implementation of ERM across the Agency. Prior to this position, she spent 7 years with the SBA’s Office of Credit Risk Management where she last served as a Regional Supervisor managing credit risk for SBA’s largest loan portfolios.

 

Before joining the federal government, Andrea worked for the District of Columbia Government where she conducted audits for the Chief Financial Officer and examinations for the Banking Bureau. She also brings over a decade of private sector experience in lending, having held roles in underwriting, real estate sales, loan origination, and asset sales.

 

Andrea graduated Cum Laude with a B.S. in Business Management from Bridgewater State University and holds a M.B.A. with a Finance concentration from Strayer University. Since 2014, she has held a Certification in Risk Management Assurance (CRMA) from The Institute of Internal Auditors.

Phillip Juengst

Phillip Juengst has served 20 years in the federal government, leading organization and agency-wide efforts to improve operations and achieve strategic performance goals. His work spans multiple agencies and includes budget, financial management, strategic and annual planning, performance management, and management integrity.

 

Mr. Juengst is currently leading a number of high-profile initiatives in the U.S. Department of Education, including implementing the Department’s enterprise risk management program, addressing cross-agency management challenges, implementing regulatory and agency reform efforts in the area of financial management, and improving the process for managing hundreds of millions of dollars in claims for relief of student loans—a process known as borrower defense.

 

Previously, Mr. Juengst served as the Department’s Performance Improvement Officer, providing executive leadership over all phases of the Department’s strategic and performance planning process during the transition to a new administration. Mr. Juengst also served as Director of Financial Improvement Operations in the Office of the Chief Financial Officer, where he was responsible for leading the Department's audit, cost negotiation, and internal control programs to improve the operations of Department grantees and offices.

 

Mr. Juengst has worked in the Environmental Protection Agency and the Office of Management and Budget, within the Executive Office of the President. He is a Truman Scholar with a Master of Public Administration from American University as well as a Bachelor of Arts in both Political Science and Music from the University of Colorado at Boulder. He is an avid outdoorsman, Boy Scout leader, and resident of Catonsville, Maryland with his wife and two children.

Phillip R. Bonincontri

Phillip Bonincontri was appointed the Comptroller for the U.S. Department of the Treasury’s Bureau of the Fiscal Service (Fiscal Service) on November 2, 2015. Phillip concurrently serves as the Director of the Financial Management Division which includes budgetary formulation and execution, internal controls and audit coordination, financial statement oversight and enterprise strategic and tactical planning functions all in support of the bureau mission.

 

In his role as the Comptroller, Phillip provided leadership, policy direction and guidance in the planning and execution of a $2.3 billion mandatory and discretionary budget, created the bureau’s 2018 – 2022 Strategic Plan, implemented a new Enterprise Planning and Performance methodology tying goals and objectives to measurable performance indicators, financial oversight of the Treasury Consolidated Financial Statement and Annual Financial Report and implemented a new internal control framework that incorporated enterprise risk management and audit coordination.

 

The bureau issues over one billion in federal payments worth $3.4 trillion in federal payments; collects nearly $4.1 trillion in federal revenues each year; and collects more than $7.6 billion in delinquent debts. The Fiscal Service is responsible for the issuance of more than $8.6 trillion in marketable securities to finance the public debt. The bureau manages a daily cash flow of more than $103.2 billion and accounts for the federal government’s debt of more than $19.8 trillion. The Fiscal Service produces the Daily and Monthly Treasury Statements, the Monthly Statement of the Public Debt, and the Financial Report of the United States Government.

 

Prior to his appointment as Comptroller, Phillip served as the Execution Chief within the Joint Chiefs of Staff, Comptroller Office at the Pentagon from December 2012 – November 2012 where he was instrumental in providing direct support to the Chairman of the Joint Chiefs of Staff in the execution of over a billion dollar multi-fund budget. From June 1998 – May 2012, Phillip was a Marine Corps Financial Management Officer, holding various assignments from the Deputy Accounting Officer to supporting the Assistant Secretary of the Navy, Financial Management and Comptroller as part of a 20 year career in the Marine Corps.

 

A native of Maryland, Phillip is a retired Marine Officer and graduate of Park University with a BS in Computer Science and a master’s degree in Business Administration from the University of Maryland University College.

She is a Certified Governmental Financial Manager (CGFM) and Project Management Professional (PMP). For the past eleven years she has focused on internal controls, risk management, process documentation, and training with an emphasis on OMB Circular A-123, Appendices A, B and C at organizations such as the Department of Transportation (DOT), United Stated Department of Agriculture (USDA), United States Patent and Trade Office (USPTO), National Aeronautics and Space Administration (NASA) and Department of Veterans Affairs (VA).  In addition to internal controls, Ms. Pankaj also has experience in COTS system implementations, requirements gathering, business process reengineering, process improvement strategy, and development of policies and procedures.

Linda Miller is a Director in Grant Thornton’s Public Sector practice. Prior to joining Grant Thornton, Ms. Miller spent 10 years as an Assistant Director with GAO’s Forensic Audits and Investigative Services team where she led work examining a variety of homeland security issues, such as transportation and border security, as well as fraud in programs across the federal government. Ms. Miller was the principle author of GAO’s recently issued Framework for Managing Fraud Risks in Federal Programs, which describes leading practices that agency managers can use to develop a strategic, risk-based approach to assessing and mitigating fraud in their programs. Ms. Miller holds a Master’s degree in Public Policy from The George Washington University and is a former Olympic athlete in the sport of rowing.

He also has experience in planning integrated Federal financial audits, executing all phases of field work. As the lead IT Manager on the first independent external financial statement audit of any kind for the USMC, Mr. Simprini assisted with the planning and development of the overall audit approach, scoping assessment, and modified FISCAM IT test program. Meaghan Duffy is a Manager in Grant Thornton’s Public Sector. She has over ten years of experience in federal and non-federal financial management services. Meaghan’s primary focus is on internal controls and risk management at organizations such as the Department of Transportation (DOT), United States Department of Agriculture (USDA), and the National Science Foundation (NSF). Ms. Duffy is a Certified Six Sigma Green Belt (CSSGB) and holds a MBA from the University of Dayton and a B.B.A in Finance from James Madison University.

Confirmed registrations who cancel within 3 business days of the program will be subject to a $250 cancellation fee. Registrations cancelled after the program starts are subject to the full registration fee. Substitutions can be made at any time. In the event a particular training workshop is cancelled, the liability of Potomac Forum, Ltd is limited to refund of any prepaid registration fee.
