Program Manager, Personnel Demonstration Project

Mrs. Hawkins has over 36 years of experience in Human Resources, and currently serves as the Program Manager for the U.S. Army Research Laboratory (ARL) Personnel Demonstration Project. She has been an HR administrator working under the Personnel Demo since its inception in 1998. Congress designated certain science and technology organizations as Science & Technology Reinvention Laboratories (STRLs), and granted authority for these STRLs to establish and manage alternative personnel systems, known as Personnel Demonstration Projects. These systems are designed to provide more direct authority and flexibilities to the Laboratory Director, to simplify and streamline processes, to better reward high performers; to base pay progression based on performance rather than longevity, and to test ideas and features that better support a unique S&T laboratory.
In April 2017, Mrs. Hawkins became the Chair of the Department of Defense Laboratory Quality Enhancement Program (LQEP) Personnel Subpanel; its purpose to support implementation of current and future initiatives affecting the science and technology reinvention laboratories, and to review and make recommendations with respect to existing policies, practices and new initiatives improve the mission effectiveness of such laboratories.
Prior to this assignment, she served as an HR Specialist with ARL and its predecessor organizations: Ten years devoted to benefits, retirement, and official records maintenance; seven years as the ARL HR representative for Base Realignment and Closure (BRAC) actions, to include transfers of function, reductions in force, and separation incentives, and sixteen years focused on staffing and placement policy, Personnel Demo programs, and administration of ARL executive, senior scientific and professional positions.
A native and life-long resident of Maryland, Mrs. Hawkins received a B.S. from the University of Maryland, College Park, Maryland in Business Management (Marketing) in 1983.
