Debra Tomchek is a Vice President for ICF in the Organizational Research, Learning and Performance Line of Business, where she develops innovative human capital solutions for federal agencies. She currently serves as Industry Chair of the Evolving the Workforce Community of Interest for ACT-IAC. Ms. Tomchek, a federal career senior executive for more than fifteen years, held leadership positions as Executive Director of the Balanced Workforce Program, Department of Homeland Security, Director for Human Resources for both the U.S. Department of Commerce and the U.S. Department of Justice, as Deputy Director for Program Support (Civilian Personnel Management Service) in the Department of Defense, and as Director, Office of Organizational Improvement (Departmental Offices) and Associate Director for Workforce Solutions (U.S. Mint) in the Treasury Department. For more than eighteen years, Ms. Tomchek was an HR specialist at the U.S. Office of Personnel Management, and began her career as a civilian Army intern. She graduated with a B.A. from Christopher Newport University and an M.Ed. from the College of Willian and Mary.
