The OMB Circular, No. A–11, Part 7 PLANNING, BUDGETING, ACQUISITION, AND MANAGEMENT OF CAPITAL ASSETS says that all major projects will be managed using EVMS as defined in the Capital Programming Guide. That the information will be used to report to status against OMB 300 programs.
The GAO believes Agencies need to improve the implementation and use of earned value techniques to help manage major system acquisitions. The GAO is recommending that the selected agencies modify EVM policies to be consistent with best practices, implement EVM practices that address identified weaknesses, and manage negative earned value trends.
On June 30, 2009, the Office of Management and Budget launched the IT Dashboard providing Federal agencies and the public the ability to view details of Federal information technology project performance information. The CIO and project managers can utilize these performance results to identify cost overruns or savings, inferior estimates, schedule delays, or management performance issues affecting the investment.

U.S. Government Accountability Office (GAO)
Carl Cha, as Assistant Director for Information Technology, GAO, has led cost analyses and technology audits on major federal IT systems at the Departments of Commerce, Defense, and the Federal Aviation Administration, among others. In recent years, Carol has championed the use of earned value management as an auditing tool at GAO. In particular, she co-authored the GAO Cost Estimating and Assessment Guide, which provides auditors with best practice criteria for determining the reliability of cost estimates and the use of earned value techniques to manage system acquisitions. In addition to performance auditing, she also teaches beginning and advanced EVM training courses within GAO. Carol holds a bachelor’s degree in Business Information Technology from Virginia Tech.

Federal Aviation AdministrationDr. Rovinsky directs an organization responsible for helping FAA's program and project managers incorporate best practices in all areas of capital planning from earned value management to portfolio management. This includes helping those project teams that produce our major air traffic and safety projects, on which our capital investment exceeds 2 billion dollars per year, to our smaller administrative and mission support information technology project managers who among them have expenditures exceeding 200 million dollars per year.
Bob credits FAAs implementation of EVM and the transformation in program management practices that occurred as contributing to FAA Air Traffic Modernization Program being removed from the GAO High Risk List in 2009, the only program removed during the 2009-10 biennial cycle. Bob was recently awarded the first Gary Christle Leadership award by PMI’s College of Performance Management for his leadership in EVM.
Extracts of an interview Dr Rovinsky had with PM World Today in August 2008; The benefits we have accomplished with EVM include that almost all of our programs are within 10% of their variance targets and our average program is ahead of its cost baseline. EVM has increased our credibility with those who fund us.
We also measured program overhead costs. For programs that have not implemented EVM, their overhead is 5% or more expensive than programs which are partially implementing EVM, which are in turn 5% or more expensive than programs that have fully implemented EVM. Put another way, full EVM implementation saves an average program about 5-20 million dollars over the life of the program.

He has managed all phases of the business lifecycle, from strategic planning through business process improvement (BPI), and the design, development, and deployment of large-scale systems, including core & package applications, web-based services and portals up to $50M.Joe Houser, KM Systems Group, Vice President
KMSG’s Vice President of Project Management, Joe Houser, has over 35 years experience of program and financial management in both the commercial and the government sectors. Recently, he supported major capital acquisition programs at the Federal Aviation Administration in the areas of risk, metrics, schedule, and Earned Value Management.
Prior to KM Systems Group, Mr. Houser was a Deputy Program Manager with both SAIC and Lockheed Martin and has held corporate level responsibilities for Earned Value Management for IBM and Lockheed Martin.Mark Buchholz, KM Systems Group, Managing Director
Mr. Buchholz has over 20 years of professional experience, with more than 19 years managing government projects and programs as a government and a contractor project manager. He is a current Project Management Professional (PMP) and was recertified in 2008. Mr. Buchholz has extensive experience with MS Project and Project Server to plan, execute, and monitor project and program performance using best practice project management techniques. Mr. Buchholz prepared, contributed to, and provided expert advice in industry standard and best practice project and program management standards. Mr. Buchholz is highly experienced in program / project management, and contracting processes, as well as governance, scheduling, and performance based acquisition. Mr. Buchholz is a frequent speaker on the local and national level in the project management community.
Mark Infanti – Deltek Incorporated
Mark Infanti is Senior Manager in product marketing at Deltek who helps define customer requirements for EVMS software systems. His prior responsibility at Deltek was as a Senior Systems Engineer with extensive EVMS process and technical expertise with MPM, Cobra, (EVMS software systems) and wInsight (EVMS analytics software).
He has 30 years experience as an Earned Value Management (EVM) practitioner and consultant. That experience included Ford Aerospace, Parsons Engineering, Deliotte Consulting and 3 different project management system vendors. He has designed and implemented project management processes and the supporting software for companies in 3 countries.
Mr. Infanti has made EVM training presentations in the US, Canada, Australia, England and France. He is currently a Subject Matter Expert (SME) for the Project Management Institute - Aerospace and Defense, Special Interest Group (PMI –A&D SIG) in the Knowledge Centers of EVM Management and PM Systems.
Mark is a member of the National Defense Industrial Association’s (NDIA) Program Management Systems Committee (PMSC), the EVM for Services Subcommittee, and the point of contact for the Program Management - Civilian Agency / Industry EV Working Group (PM-CAIWG). He is the primary author of the white paper “Civilian Agency Reciprocity for Contractors EVMS Acceptance”
Mark has a BA degree in Business Management from the University of Texas at El Paso

Cancellation Policy
Confirmed registrations who cancel within 3 business days of the program will be subject to a $250 cancellation fee. Registrations cancelled after the program starts are subject to the full registration fee. Substitutions can be made at any time.
