Workshop Description[[ ** Service Oriented Architecture (SOA) – The Hype, the Truth, the Role in Government Information and Technology Management ** ]] [[ The information management world is in the midst of a major change in its approach to development, implementation and management of application delivery. All key players in the marketplace have or have begun to transition their products to a world where web services provide many if not all of the functions of a traditional system. Business process engines and portals are taking on the structural role of legacy systems in determining order and selection of the use of services. ]] [[ However many questions remain for those who must implement these products and services in what is often a large portfolio of existing legacy systems within varied governance approaches to the enterprise. Agenda[[ ** Day One: ** ]] Keynote Speaker[[ ** Hon. Mark A. Forman ** // Partner, Advisory Services, KPMG LLP // ]] [[ Mr. Forman leads two major business elements of KPMG LLP’s Federal Advisory Services Practice. He leads KPMG’s Information Technology Advisory Services within the Federal Prac-tice, focusing on IT governance, program management, sourcing, privacy, and security. He also leads KPMG’s Advisory Services work for all Civilian agencies of the Federal Government, in-cluding support for the Financial Management Line of Business and other major business trans-formation initiatives. KPMG’s Advisory Services practice brings global leading practices know-ledge to help clients improve performance and manage risk by providing informed, effective responses. ]] [[ Prior to joining KPMG, Mr. Forman was a co-founder and Executive Vice President at Cassatt Corporation of San Jose, California. Cassatt provides enterprise software and services to help clients automate information technology operations and provide on-demand computing. ]] [[ From June 2001 through August 2003, Mr. Forman was appointed by President George W. Bush to be the Administrator E-Government and Information Technology. From his position at the White House’s Office of Management and Budget, Mr. Forman managed over $58 billion of federal IT investments, led the President’s effort to create a more productive, citizen-centric government, and was responsible for the development and implementation of IT policies, includ-ing security and privacy. He established and drove the federal government’s IT investment deci-sion-making process and Federal Enterprise Architecture, ensuring alignment of IT spending with the country’s most pressing needs. His definition and deployment of a rigorous cybersecurity improvement process raised IT security from less than 20% to about 80% in two years. Mr. Forman also successfully led several thousand IT workers in 30 cross-agency teams to im-plement E-Government and e-Business initiatives, such as: ]] Special Guest Speakers[[ ** Randolph (Randy) C. Hite ** ]] [[ Mr. Hite is the Director of Information Technology Architecture and Systems Issues at the U.S. Government Accountability Office (GAO), where he is responsible for GAO’s work on IT issues across the government concerning architecture and systems acquisition, development, operations, and maintenance, as well as GAO’s IT work at DOD, DHS, Treasury, State, and Justice. During his 28-year career with GAO, he has directed reviews of major federal IT investments, such as IRS’ business systems modernization, FAA’s air traffic control modernization, NWS’s weather systems modernization, DHS’s border security modernization programs (e.g., ACE and US-VISIT), DOD’s business systems modernization, as well as other system areas, such as electronic voting systems. He has also directed GAO’s research and publication of enterprise architecture best practices, and its evaluations of federal agencies’ development and use of enterprise architectures, and their systems development and acquisition and IT services outsourcing efforts. Mr. Hite is a principal author of several information technology management guides, such as GAO’s guide on system testing, the federal CIO Counsel guide on enterprise architectures, and GAO’s enterprise architecture management maturity framework. He frequently testifies before Congress on these and other topics. ]] [[ Mr. Hite has a degree in business administration, with a concentration in accounting and information systems, from James Madison University, and he has completed graduate work in information systems at George Washington University and received software engineering training from Carnegie Mellon University's Software Engineering Institute. He is also a graduate of the Federal Executive Institute, Harvard University’s JFK School of Government Program on Leadership and Performance, and Syracuse University’s Maxwell School Program on National Security Studies. Mr. Hite has received many awards throughout his career, including GAO's Meritorious Service Award, Distinguished Service Award, and Congressional Client Service Award. He has also received various government-wide awards, such as the Federal Computer Week Federal 100 Award, the Secure E-Government Thought Leadership Award, and the e-Gov Institute Excellence in Enterprise Architecture Award. ]] [[ ** Tarrazzia Martin ** ]] [[ Tarrazzia Martin, serves with the Director of National Intelligence (DNI) CIO organization. Ms Martin is leading the creation of a Strategic IT Portfolio Management process and programs for the Intelligence Community (IC) which encompasses business process, policy and technology components. Ms Martin is also involved in creating information sharing solutions and capabilities for improving information sharing and enabling the goals and objectives of strategic drivers such as the National Intelligence Strategy (NIS), the 9-11 Commission Report recommendations, and the Program Manager Information Sharing Environment (PMISE) Implementation Plan for the Intelligence Community (IC). ]] [[ Ms. Martin served at the U. S. Department of Homeland Security (DHS) as the Chief Information Officer (CIO) of the United States Citizenship and Immigration Service (USCIS), a component of DHS. In this role, Ms. Martin had responsibility for the creation of the USCIS Office of the CIO (OCIO). She successfully consolidated non-integrated IT functions, budgets, portfolios, and staff spread throughout multiple program offices into a business-aligned organization and governance structure. She initiated and incrementally deployed a multi-year, multi-million dollar IT Transformation Program. The program addressed business process, policy and technology components to transform the way USCIS performed its mission functions. ]] [[ Ms. Martin also supported the DHS CIO as the Deputy Director for Infrastructure Operations. She established a standard and repeatable method for standing up the infrastructure to consolidate and align 22 disparate organizations at the headquarters level. She focused on infrastructure operations such as Local Area Network (LAN) and Wide Area Network (WAN), Data Center integration and deployment of voice, video and data desktop capabilities for new employees ]] [[ Ms. Martin served as a leader in the General Services Administration's (GSA) Office of Government Wide Policy Organization for the FirstGov.Gov portal shared services program in support of OMB's e-Gov initiatives. Ms Martin served as Deputy Director for the worldwide U.S. Treasury's Voice/Data/VideoTelecommunications Services networks and web services programs ]] [[ Ms. Martin began her career at the Internal Revenue Service (IRS), as part of the Office of the CIO under the IRS Tax Systems Modernization (TSM) program, where she served as the Program Manager responsible for the IRS administrative and management information systems solutions and their respective business outcomes. ]] [[ Ms Martin is an inspiring leader principally focused on the human elements of success in any endeavor she embarks upon. She is a compassionate leader that inspires change and thought leadership in the discipline of IT and in all areas and aspects of her career. She is a mother of two beautiful daughters and lives in Virginia. ]] [[ ** Kimberly Nelson ** ]] [[ Kimberly Nelson joined Microsoft Corporation in January, 2006 as Executive Director for eGovernment. In her newly created position, Ms. Nelson is helping develop Microsoft's e-government strategy. She is working with government CIOs and other leaders to establish long-term strategies for more efficient and cost-effective online services. Her role also includes extensive collaboration with Microsoft's vast partner ecosystem, working to drive solutions that will ensure the predictable delivery of improved online services while helping to reduce the cost, risk and deployment time associated with sophisticated e-government systems. ]] [[ Prior to joining Microsoft, Ms. Nelson spent 26 years in the public sector – 22 with the Commonwealth of Pennsylvania and four with the United States Environmental Protection Agency, where she served as the Assistant Administrator for Environmental Information and Chief Information Officer. ]] [[ Ms. Nelson was instrumental in expanding the Chief Information Officer’s role within the Environmental Protection Agency and oversaw the creation and implementation of several major initiatives including the National Environmental Information Exchange Network and EPA’s portal on that Network, the Central Data Exchange; the use of indicators to measure performance; and the implementation of the Agency’s enterprise architecture. She also served on the Federal CIO Council Executive Committee and as co-chair of the CIO Council’s Architecture and Infrastructure Committee. ]] [[ During her state career, Ms Nelson worked in a number of staff positions in the Senate of Pennsylvania, the Public Utility Commission, and the Departments of Aging and Environmental Protection. ]] [[ She was the first to hold the position of Chief Information Officer, in the Department of Environmental Protection and later served as Executive Deputy Secretary, the second highest position in the department. ]] [[ Ms. Nelson graduated from Shippensburg University in 1978 with a Bachelor of Science in Secondary Education, Political Science, and from the University of Pennsylvania in 1987 with a Master of Public Administration. ]] [[ She is married to Kevin Cadden and has two daughters – Kelsey, age sixteen, and Mackenzie, age fourteen. ]] [[ ** Norman E. Lorentz, Chief Strategist ** ]] [[ Norm Lorentz was appointed Chief Strategist for Pearson Government Solutions (Pearson) in June of 2006. His role is to develop strategies and actions to more effectively align and connect the value proposition and solutions of Pearson with the current and future mission improvement needs of the government. Norm brings more than thirty years of commercial and Federal IT management experience to Pearson, and is known for his ability to implement organizational change, linking technology, management issues, and mission into a unified goal. ]] [[ Norm previously served as the Senior Vice President and Chief Technology Officer for Pearson Blueprint Technologies. In addition to managing business operations and setting technical direction, Norm also led the effort to enhance the company’s Enterprise Modernization process while building the scalable framework to support Blueprint’s continual and rapid growth by inciting a constant drive towards innovation, customer satisfaction, and corporate integrity. ]] [[ In 2002, Norm was appointed by the President of the United States to become the first Chief Technology Officer (CTO) for the U.S. Federal government at the Office of Management and Budget. As CTO, Norm oversaw efforts to establish the Federal Enterprise Architecture and is considered a visionary and thought-leader within the IT industry, having helped to bring the importance of Enterprise Architecture in investment planning and government IT to the forefront. ]] [[ Most recently, Norm worked as the CEO of Federal Solutions Group (FSG), where he helped identify the correct federal channels for emerging technology solutions. Prior to his time with FSG, Norm was Senior Vice President at DigitalNet (acquired by BAE Systems Information Technology). As Senior Vice President, he had operational responsibility for $60 million of products and services sold to the Department of Homeland Security, Department of Treasury, State Department, as well as state and local governments including the Metropolitan Washington Airport Authority. In addition, Norm spent six years at the U.S. Postal Service where he held several positions including Senior Vice President, CTO and Chief Quality Officer. He also served as a member of the Board of Directors for Software Productivity Consortium. ]] [[ Norm holds an Executive M.B.A. from Arizona State University, with honors, and a B.S. in Technical Management from Regis University. ]] Instructors[[ ** Debra Stouffer ** ]] [[ Debra Stouffer, Senior Vice President of McDonald Bradley Inc.'s Civilian Solutions Group, is responsible for the firm's Civilian, Homeland Security and Law Enforcement government clients. Her responsibilities include business development, profit and loss management, strategic planning, staffing, client relations, quality assurance, technical direction, and group operations. In her role at McDonald Bradley, Ms. Stouffer is directly accountable for her business unit's financial, contractual and operational results. She oversees corporate technical initiatives including the Enterprise Management & Governance Core Competency. ]] [[ Ms. Stouffer, a 30-year IT veteran in the public and private sector, is a recognized "thought leader" with a solid record of achievement in leading large-scale, enterprise-wide IT programs. She is well recognized in the area of business performance improvement by both industry and government executives. Prior to joining McDonald Bradley, she held private sector positions as Senior Vice President at Digital Management and Vice President at BAE Systems Information Technology. As a senior government executive, Ms. Stouffer served as the Chief Technology Officer at the Environmental Protection Agency and as the Deputy Chief Information Officer at the Department of Housing and Urban Development. Ms. Stouffer was an active board member of the federal Chief Information Officers Council and was a key contributor to Office of Management and Budget IT initiatives, especially the establishment of the Federal Enterprise Architecture. ]] [[ ** Mark Day ** ]] [[ As Chief Technology Officer of McDonald Bradley, Mr. Day is responsible for creating and implementing the company's technical strategy across all business units, ensuring alignment with federal IT plans and policy. ]] [[ Mr. Day has more than 27 years' experience in managing large, highly complex organizations at both the Federal and State Government levels. He has worked with the highest level political and career appointees internally within the government, and externally with Congress, OMB, state and international governments and industry. For example Mr. Day lead a large multi-agency community in development of the Infrastructure Optimization Initiative of the Federal government while at OMB in 2006. ]] [[ Prior to joining the Company, Mr. Day was a Senior Executive serving as the CTO of the EPA since 1999, where he was in charge of the agency's $180+million "Fee for Services" IT program. During his tenure, he created and managed the overall IT infrastructure and cyber-security program for the agency and oversaw development of all IT policy, business and operational plans. Mr. Day also served as the Deputy CIO, and as Director of Technology Operations and Planning. Prior to this he served as Acting Director of the Office of Information Resources Management at EPA and director of planning. Before joining EPA, he held the position of Chief Information Officer at the Missouri Department of Natural Resources, Division of Environmental Quality, for several years. ]] [[ He is currently an adjunct professor of Information Management in the Masters Public Administration Program at George Mason University. He is a board member of the Association For Federal Information Resources Management (AFFIRM) and a former member of the Information Technology Review Board (ITRB), where he provided peer reviews of major system initiatives at various agencies at the request of OMB. ]] [[ Mr. Day has a BA in History and Political Science from Southwest Baptist University in Missouri, holds certificates in GIS technology and has several publications to his credit.
